JOB PURPOSE: This position supervises the monthly closing of the regulatory and utility accounting functions and ensures the issuance of accurate and timely financial results, as well as assisting the department in developing accounting procedures to support regulatory requirements of Vectren’s utility companies, while providing support to management, internal customers, auditors, and regulators. MAIN ACCOUNTABILITIES: Interpret and document the application of accounting principles to proposed and/or approved regulatory orders with minimal supervision. Help to oversee the monthly close and analysis of results of Vectren Utility Holdings and its regulated entities in accordance with generally accepted accounting principles (GAAP) and the Uniform System of Accounts (USoA), ensuring adequacy of internal controls (SO 404). Significant participation in the regulatory strategy development and implementation process. Significant involvement in all aspects of the regulatory process, including preparation of testimony and exhibits. Communicate and train appropriate financial personnel regarding the implementation of approved orders. Prepare, coordinate, and organize revenue requirements and minimum standard filing requirements for rate cases as directed by senior management. Responsible for the accurate, complete, and timely submission of financial regulatory reports. Prepare financial and statistical regulatory information for Board of Directors and senior management. Provide support to external audit process. Identify the need for and collect information to better understand issues, problems, and opportunities. Direct and/or review work of senior and/or accounting analysts. Other projects as assigned. Performance Indicators: With minimal supervision, have the ability to understand, analyze, and explain complex financial regulatory concepts and their impact on regulation, shareholders, etc. Preparation of accurate and timely regulatory reports per approved orders, which will include gas and fuel costs and base rate orders, special purpose riders or trackers, and periodic financial reports. Accurate and timely completion of rate case documents. Analyze regulatory activity (i.e., utility financial statements, margin, recoveries and deferrals) monthly for accuracy and compliance with applicable regulatory order. Ability to direct staff on assigned responsibilities and projects. Key Customers: All internal departments, management, federal and state regulatory commissions and related agencies, auditors (external and internal).
Education and Certifications Required: Bachelor’s degree in accounting, finance, or related discipline required. Preferred: CPA or MBA. Experience Required: 6+ years. Preferred: 10+ years. Public accounting or utility/regulated experience with a large publicly traded company. Functional/Technical Competency Requirements Required: Solid analytical skills, technical expertise, strong PC skills, above average written and verbal communication skills. Solid knowledge of Generally Accepted Accounting Principles and SOX requirements. Preferred: Demonstrated knowledge of utility regulation.
