Vectren Energy Delivery of Indiana customers seeking energy bill assistance
should contact their local Community
Action Program (CAP). CAP agencies administer the Indiana Energy Assistance Program (EAP)
which assists customers with bill payments on a case by case basis.
Universal Service Program
As of Dec. 1, 2007, low-income customers who become eligible for financial assistance from the
Indiana Energy Assistance Program (EAP) will be automatically enrolled in the Universal Service Program
(USP). The USP will reduce natural gas bills of eligible low-income customers by 15%, 26% or
32% depending on the family's income. Those who qualify for the USP will see a "Universal Service Credit"
on their gas bill, noting the exact USP discount applied to their bill Dec. 1, 2007 through May 31, 2008.
USP funds are also available for eligible low-income customers needing crisis
assistance to reconnect or maintain gas service. The USP is now in its fourth year.
The program was created in conjunction with the Indiana Office of Utility Consumer
Counselor (OUCC) and with approval from the Indiana Utility Regulatory Commission (IURC).
Vectren is contributing more than $1.4 million annually to assist in funding USP.

Payment Arrangement
Any customer having trouble paying the bill in full can request a payment arrangement to fulfill the payment over an extended period of time. Click here to request a payment arrangement.
